This sounds extremely interesting. It sounds as though you've got it fairly well planned out.
As far as horses go, I'd just give the Rangers birds. As animals, Rangers wouldn't need to ride horses anyway. With the problem of Hal being half Araluen, half Skandian, do you need to have him included at all? He doesn't come in to the Ranger's Apprentice series until The Red Fox Clan so I wouldn't think he's entirely necessary, unless you're doing Brotherband as well.
As for timing and weapons, I think it really depends on your writing style. Just write what feels good and it will all work out, as long as you're consistent.

I'll start with the one that was written the first, I guess? I didn't follow Ranger's Apprentice chronologically and it didn't affect me in a negative way.

on some of the books it says that lord brocktree is the first book but on others say redwall is first.

Most can be read as standalones, although there are some direct sequels (I don’t mean the ones that have only one or two characters in common and are seasons apart). Mariel of Redwall -> The Bellmaker, for example (but I read The Bellmaker first and it didn’t hurt). Also some (like Pearls of Lutra and The Long Patrol) it helps to have read previous books, because one has a riddle referring to a previous book and in the other they go down into the ruins of Kotir.
